B. Averkin, O. Zaichenko, M. Alexandrov. Management of Efficiency and Effectiveness
in a Territorial System of Education (the end)21
The article dwells on the notions of effectiveness and efficiency in education, discusses
the comparative aspect of these notions to each other and in their relation to the notions
of quality and validity.
The authors state that increase of effectiveness is a new objective for the sphere of education.
Achievement of this objective presupposes the use of innovative modes of management aimed
mostly at the “result management” rather than at the “process management”. The article points
to the necessity of the elaboration of new normative documents regulating the measurement
of indices of effectiveness and efficiency in education. A set of new indices is suggested
as well as some incentives of attainment of significant results in the sphere of education.

The article examines the formation of content of the subjects based on fundamental principle
of creation of competence knowledge, skills and techniques, which uses the minimal sets
of elements — fundamental categories, fundamental operations and fundamental methods
as a scientific ground of knowledge and subjects. Realization of this fundamental principle
in forming the competencebased content of federal state educational standards will let create
a new generation of content and adequate academic educational measurement materials
for the second generation of centralized testing systems as a modern instrument of evaluating
the quality of education of specialists and human resources of higher qualification which
is currently being developed.

The article considers an actual problem concerning the formation of mathematical competence
of the student as the important component of professional training of the modern specialist.
It is proved that professionalandmathematical competence possessing integrative
characteristics is being formed on the base of intrasubject, crosscurriculum, crossscientific
links and is being shown on the level of generalized ability to do mathematical modeling
of the real processes and phenomena.

A. Fedorov. Modern Media Education in Germany and Russia (2000—2010):
Comparative Analysis (to be completed)73
The author draws a conclusion that the basic difficulties of wider introduction of media education
in Russian and German universities and schools are connected with the lack of purposefully
prepared media educators; with the certain inertness of the educational establishment; with
traditional approaches of the education ministry structures attracting their attention to supporting
training computers’ courses and information technologies and much smaller attention to actual
media education problems.
To give media education movement an impulse the consolidation of all educational and media
pedagogical organizations and media communities is necessary. As a whole the comparative
analysis of modern media education in Germany and Russia (2000—2010) has shown that despite
the certain distinctions it had had common vector at all levels of training, which is aspiration
to development of critical and democratic thinking, creative abilities based on media material.
