in a territorial system of education 8
The article dwells upon the notions of effectiveness and efficiency in education,
discusses the comparative aspect of these notions to each other and in their relation
to the notions of quality and validity.
The authors prove that the increase of effectiveness is a new objective for the sphere
of education. The achievement of it presupposes the use of innovative modes
of management aimed mostly at the “result management” rather than at the “process
management”. The article dwells upon the necessity of new documented measurable
indices for the system of managing effectiveness and efficiency in education. A set
of new indices is suggested, as well as some incentives of attainment for the sphere
of education.

The paper shows that it is high on the agenda of the state educational standards
of the second generation to form a man and a citizen. The pursuit of this purpose must
be accompanied by the relevant reorganized educational process of all the following
stages of education. At every educational level a man has the right to choose
an individual educational trajectory, adequate to his or her physiological and physical
abilities and outer socioeconomic conditions.

N. Rozov. Overcoming the track of Russian cycles — the use of sociological laws
for strategies of civil self-organizing 60
The basic stages of real democratization mean overcoming historical inertia
and an exit from «a track of cycles» to the new logic of Russian development.
Universal sociological laws of strategic choices are used and the corresponding
requirements to initial strategy of civil selforganizing in modern Russia are formulated.
It is shown, why an optimum place to start such activities is interdisciplinary seminars
with a scientific and applied orientation in universities and high schools. Ways
of blocking degradation contours, their transformation into contours of human
development and social capitals are given.

people on the occupied Soviet territories 80
The article gives many interesting facts concerning the real role of school and reading
books for the Nazi indoctrinating the Soviet society (reading special books in Russian).
The author uses the instrument of social and political history to describe how nazi
indoctrinated young people on the occupied Soviet territories in 1941—1944.
