oftryingtoscuttlethepeaceinitiative,ofmakingvaingloriousthreatsbeyondour
capacitytocarryout.ThecriticismscamefromallquartersexcepttheSoviets,
whoareusuallyprovocativeonlywhentheycancalculateawidemarginofsafety
andwhohadheardtheseviewsprivatelyforthreemonths.OnJune30,ina
backgrounderontheCambodianoperation,I waspressedonmyallegedthreatto
“expel”theRussians.Istucktomyposition;theSovietmilitarypresenceinEgypt
createdadangerousnewsituation.PerhapsIshouldhaveusedamorewaffling
expressionthan“expel,”Isaid,butaSovietcombatpresencewasincompatible
withpeace.Moreover,“atsomepointoftheSovietpresenceintheMiddleEast
therewillbesomeindigenousArabforcesthatwillhavetheirownreasonsfornot
