TheMay31proposalasIreadittoXuanThuywasasfollows:
First,wearepreparedtosetaterminaldateforthewithdrawalofallourforcesfromSouthVietnam.We
would,asIhaveindicatedearlier,arrangeforroughlythesametimetableforthewithdrawalofotherAllied
forces.
Second,theVietnameseandtheotherpeoplesofIndochinashoulddiscussamongthemselvesthe
mannerinwhichallotheroutsideforceswouldwithdrawfromthecountriesofIndochina.
Third,thereshouldbeaceasefireinplacethroughoutIndochina,tobecomeeffectiveatthetimewhen
U.S.withdrawalsbasedonthefinalagreedtimetablebegin.
Fourth,aspartoftheceasefire,thereshouldbenofurtherinfiltrationofoutsideforcesintothecountries
ofIndochina.
Fifth,thereshouldbeinternationalsupervisionoftheceasefireanditsprovisions.
Sixth,bothsidesshouldrenewtheirpledgetorespectthe1954and1962GenevaAccords,torespectthe
neutrality,territorialintegrity,andindependenceofLaosandCambodia.Thiscouldbeformalizedatan
internationalconference.
Seventh,Iwanttoreiterateourproposalfortheimmediatereleaseofallprisonersofwarandinnocent
civiliansheldbybothsidesthroughoutIndochina.Webelievethisissueshouldbesettledimmediatelyona
humanitarianbasis.Ifthisisnotdone,themenmustbereleasedasanintegralpartofthesettlementweare
