intelligence;butnonehadyetbeensufficientlytestedtodeveloptheselflessness
andintegritythatcharacterizedtheirpredecessors.Astheoldergroupleaves
publicoffice,theytakewiththemoneofthesteadyingandguidingfactorsinour
foreignpolicy.

Cabinetlevel;thepositionshehadheldwereimportantbutnotdecisive.Hecould
betime‐consumingwithhispenchantforanecdotes;hisintelligencewasbalanced
