time these agencies ran into trouble in disseminating information about Nisei
workers in war industries. Almost a year before the Cleveland Steel episode,
WRA director Dillon Myer sought the War Department’s permission to release
to the press five photographs of Nisei workers at the G. & N. Manufacturing
Company and the Master Chrome Company in Cleveland. Research revealed,
however, that none of the Nisei workers in the photographs had been approved
