The article uncovers main concepts, issues

and goals for management of educational institu-

tion, offers the analysis of correlation between

teacher’s job effectiveness and the acknow-

ledgement by the manager of an establishment of

the personality values of the staff, it also deter-

mines the key tools, which enable the manager to

increase the effectiveness of the organization ac-

tivities through the promotion of human factor.

The author also discusses the problem of job sa-

tisfaction and motivation, and gives the typology

of teachers’ organizational behavior.

author highlights the main stages of the deve-

lopment of Siberian largest institute of higher

education, which is now known as Polzunov Altai

Technical University, gives the achievements of

the university and the perspectives of the devel-

opment in the context of the present aims of

higher education.

This article analyses the problem of the de-

velopment of new education type in Russia –

«education for innovative economy». The author

discusses the risks connected to the untimely for-

mation of this type of education, its goals and

tasks, and the conditions for realization of a new

social demand for education.

The attention is paid to the necessity of con-

scious inclusion of the educational staff to the

constructive work aimed at the renewal of educa-

tion in accordance with the demands of quicker

development of “innovative society” of Russia. An

important role is singled out for the available

communication language for interested groups,

as well as the priority of conflict resolution be-

tween these two cultures in this process: creators

and brand-new managers.

Key Words: motivation of achievement and

tivity, success of self-actualization, sphere of

learning and education.

The article is about the problem of achieve-

ment motivation and people’s self-actualization,

for whom the important sphere of life is profes-

sional learning and education. The gives the re-

sults of longitudinal research that show that peo-

ple, who purposely choose education as the most

important sphere of life, posses explicit creativity

and achievement values, and better results in

self-actualization test, compared to those, who

directly aim at the professional activity after the

graduation from institutions of higher education.

The author makes a conclusion about the poten-

tial of professional education sphere (institution

of higher education – magistracy – postgraduate

course) for the realization of professional self-

development in young specialists, and about the

role of achievement motivation in this issue.

The article dwells upon the issues of clinical

identification of person’s crisis states. The author

views the crisis as a peculiar form of borderline

states, which has its own clinical peculiarities and

dynamics; he also draws a picture of identity cri-

sis in its static and dynamic aspects. Special at-

tention is paid to the description of crisis symp-

tomatology manifestation at different levels –

from physiological to spiritual – and highlighting

of the main points of integral concept of identity

crisis.

In this article, the author discusses the issues

of determination of concept, object and subject of

legal psychophysiological expertise with the use

of polygraph (lie detector). Analyzing different

viewpoints to the object and subject of legal ex-

pertise the author offers definitions for the con-

cept of legal psychophysiological expertise with

the use of polygraph, its object and subject mat-

ter, as well as postulates the necessity for imple-

mentation of legal psychophysiological expertise

with the use of polygraph into the work of law

enforcement institutions of the Altai Region.

PERSONALITY OF PSYCHOLOGIST

AS A PHENOMENON

sionalism, personality, life success of a psycholo-

gist, personality maturity.

At present, the importance of knowing of a

person and personality success of a psychologist

grows dramatically. Psychologist is constantly in

a public eye of his/her colleagues: pedagogues

and other professionals. The article analyses dif-

ferent authors’ viewpoints to the role of psy-

chologist’s personality in its professionalism,

provides the results of the research of the higher

educational institution students of the Altai Re-

gion and pedagogue-psychologists of Barnaul.

This analysis and the results are the part of the

investigation held to find out the proportion of

personal and professional in the model of psy-

chologist, on the basis of which the criteria for

the assessment of professionalism level for peda-

gogue-psychologists have been determined.

A specialist’s activity model cannot be investi-

gated apart from the personality model. Personal-

ity component of professionalism acquires more

significance in psychologists, working full-time at

educational establishments.

PECULIARITIES OF RECRUITMENT AND

SUPPLYING OF SIBERIAN CORPS IN EARLY

1770S: EXPERIENCE AND ISSUES

Key Words: Siberian corps, active forces, Cos-

sack, captive Polish confederates, recruitment,

arming, military ranks.

The article takes a look at the peculiarities of

recruitment and supplying of Siberian corps

regimen, which was formed during the rebellion

of E. Pugachov in 1773–1775: constant lack of the

army financing; specifics of manning Siberian

regimens with convicts, captive Polish confeder-

ates, and Russian citizens, exiled to Siberia for

different misdemeanors; poor state of arming,

ammunition and supplies. The author discusses

the process of urgent mass force redeployment,

which resulted in the lack of military ranks for

the protection of Western Siberia. It is stated, that

as a result of detachment of significant part of

active forces to Orenburg oblast for the struggle

against the rebels, military and civil authorities

had to perform mass mobilization of the popula-

tion – retired soldiers, Cossacks and their chil-

dren.

history of development of rotary technology in

the Altai Region, organization of designing and

spectives of the formation of this promising di-

rection in the development process of the equip-

ment in Altai.

Key Words: Siberian Cossacks, trade of Sibe-

The article reveals such constant type of

Siberian Cossacks activities as trade. The image of

Cossacks as purely military forces, or, in the con-

text of Siberian history, as pioneers, is considered

by the author to be incomplete. Cossacks were

constantly combining military craft with other

types of activities, thus becoming the successors

of Vikings’ traditions. It is the creation and man-

aging of Cossacks’ industrial enterprises (which

was firstly carried out along with military ser-

vice) that made a sort of capitalism school for

Siberian Cossacks.

The author of the article takes a look at liter-

ary journalistic essays of patriarch Nikon, which

in their content form a way of authoring narra-

tion, reflected the controversies of the Russian

culture of the 17th century. The major notional

contradictions of the epoch – a conflict between

personality and state – are realized in the themes

and personality source elevation of Nikon’s

works. Being traditional book lover, patriarch

Nikon subdued the abilities of medieval culture

and writing to the inner literary, social ecclesias-

tical goals, and to the expression of his ideas. He

searched for and found new possibilities in tradi-

dicted to the tradition, but highlighted and

strengthened it.

The article discusses the issue of temporary

administration of Ilijski Region under the leader-

ship of Semirechensk military governor G.A. Kol-

pakovski. The author gives a detailed picture of

the activities, performed by municipal admini-

stration of Semirechenskaia oblast led by

G.A. Kolpakovski in the effort to facilitate social

economic development of the region. An attempt

is made to reconsider the estimations, given by

soviet domestic historiography in respect to the

personality of G.A. Kolpakovski and to the nature

of measures taken by him, as well as the forma-

tion of new, more unbiased viewpoints to this

issue.

TERRORIST ASPECT IN THE POLITICAL

Key Words: political terrorism, neonarodniks,

socialist-revolutionaries, anarchists, terror, first

Russian revolution.

The article analyses the process of formation

and development of terrorist component in the

political struggle of left-radical forces at the turn

of the 19

and 20

centuries. Terrorist activities,

to the mind of the leaders of socialist-

revolutionary party and the majority of uncoor-

dinated anarchist organizations, were perceived

as an adequate form for standing up for political

interests, which complied with the goal of Rus-

sian society historic progress. This dead-end

direction in the strategy of struggle against the

power and race for power led to regeneration of

the left-oriented political parties, and conse-

quently caused domestic policy crisis and degra-

dation of their organization structure. Active and

purposeful use of terrorist methods in the revolu-

tionary process demonstrated the capabilities of

terrorism as an extremely dangerous, destructive

phenomenon for the power and for maintaining

of stability of social political system in the condi-

tions of growing nation-wide crisis.

The author takes a look at the peculiarities of

therapeutic health-improving tourism, problems

and perspectives for its development in the Altai

Region. The characteristics are given to the rec-

reational health-improving potential. The author

gives a conclusion: the territory of Altai’s thera-

peutic health-improving area has actual possibili-

ties for the development of recreational health-

improving industry with a large amount of ser-

vices provided. It is necessary to stimulate devel-

opment of transportation and communication

services, trade and building, agriculture and

health protection, which may be the major struc-

tural reconstruction of total social economic

complex. Altai’s therapeutic health-improving

area possesses all the necessary prerequisites:

rich potential of natural resources and historical

cultural heritage.

ACTIVE TOURISM: DEVELOPMENT ISSUES

IN THE ALTAI REGION

Key Words: active tourism, amateur tourism,

tourist routes, border areas.

Tourist topic is very popular today in the

Altai Region. Conversion of this sphere into the

leading one for economics of the region is the

primary task for the Altai’s administration. The

Altai Region possesses large capabilities for this,

but it seems that all the efforts have unilateral

nature. It can clearly be seen in the state of active

and amateur tourism of the region, which today

remain quiet a popular form of recreation, but

have certain limitations on the territory of the

Altai Region. These problems include availability

of border territories, lack of developed active

routes, and low level of popularity of the re-

sources available. Development of amateur tour-

ism in Altai, its organization and culture will help

to increase commercial component of tourism,

and growth of its importance in the economy of

the region.

ТРЕБОВАНИЯ

к оформлению материалов, представляемых для опубликования в журнале

«ВЕСТНИК АЛТАЙСКОЙ НАУКИ»

1. В сборнике публикуются материалы, работы, статьи, отличающиеся новизной

постановки и решения актуальных научных задач фундаментального и прикладного

характера.

Заключительная часть материалов должна отражать новизну результатов иссле-

дования, области применения, акцентировать полезность научных разработок для Ал-

тайского края, также следует указать конкретные предприятия, организации и учреж-

дения, в которых рекомендуется использовать полученные авторами результаты.

2. Материалы представляются:

 в распечатанном на принтере виде на одной стороне листа чистой писчей белой

бумаги формата А4;

 в 1 экз. полной версии текста (включая весь иллюстративный материал);

 с подписями всех авторов на последней странице статьи;

 последняя страница должна быть заполнена текстом не менее чем на две трети;

 полный объем материалов статьи, включая таблицы и иллюстрации, – до 1 п.л.;

 в электронном виде на дискете 3,5" в текстовом редакторе Microsoft Word;

 название файла должно содержать фамилию автора, дискеты не возвращаются;

 рисунки представляются в электронном виде в форматах TIFF, JPEG (.jpg) в

черно-белом варианте и прилагаются отдельным файлом.

3. Требования к оформлению материалов:

 размеры полей: верхнее, нижнее, левое, правое – по 2 см;

 шрифт Times New Roman, размер № 12, междустрочный интервал одинарный;

 текст неформатированный, без переносов.

Структура статьи:

 1-я строка – УДК – прописные, выравнивание влево;

 2-я строка – инициалы и фамилии авторов, строчные, выравнивание вправо;

 3-я строка – пропуск:

 4-я строка – заголовок – прописные (заглавные) полужирный, по центру;

 5-я строка – пропуск;

 6-я строка (до 2 строк) – Ключевые слова: строчные, выравнивание по ширине;

 7-я строка – пропуск;

 8-я строка и далее – собственно текст статьи – строчные, выравнивание по ши-

рине;

 в конце статьи разместить список цитируемой литературы, заголовок "Библио-

графический список" – по центру, курсив, строчные;

 автореферат с УДК, инициалами и фамилиями авторов и названием статьи.

Оформление текста:

 возможно выделение текста шрифтами: полужирный, курсив, изменение разме-

ра;

 возможно употребление спецсимволов (§,° и др.);

 допускается набор специального иностранного текста (иероглифы, арабские бу-

квы и т. п.) с указанием используемого шрифта;

 набор формул производится в Microsoft Equation в соответствии с правилами на-

писания формул, принятыми в литературе (переменные – курсив, функции –

прямой шрифт и т. п.);

 ссылки на формулы заключаются в круглые скобки и проставляются справа.

4. Сокращения слов в тексте допускаются только общепринятые.
